The Teachers' Retirement Board, a seven-member Board, sets policy and oversees TRS' operations.
Three TRS members ("Teacher Members") are elected to the Board and serve three-year terms. The Mayor appoints two of the Board members, one of whom must be a member of the Department of Education's Panel for Education Policy. The other two Board members are the Comptroller of the City of New York and the Chair of the Panel for Educational Policy. Each may designate a representative to act in his or her behalf.
The Retirement Board consists of the following members:
- John Adler (Chair), Mayor's appointee
- Thomas Brown, Teacher Member
- David Kazansky, Teacher Member
- Raymond Orlando, representing the Panel for Educational Policy Chair
- Debra Penny, Teacher Member
- Scott M. Stringer, Comptroller of the City of New York
The Board follows these Corporate Governance and Proxy Voting Guidelines.
The Teachers' Retirement Board generally meets each month, except July and August. Teachers' Retirement Board Meetings are usually held at TRS on the third Thursday of the month at 3:30 p.m.
The Board's Finance Committee holds TRS Investment Meetings each month, except July and August. TRS Investment Meetings are usually held at TRS on the first Thursday of the month at 10:00 a.m., and they focus on investment matters that are unique to TRS, such as the Passport Funds.
Finance Committee members also attend Common Investment Meetings hosted by the Office of the Comptroller. These meetings involve the other New York City retirement systems and focus on investment matters that are common to all of the City systems. Common Investment Meetings are normally held at 9:00 a.m. at the Manhattan Municipal Building (10th floor), 1 Centre Street in Manhattan.
Meetings held at TRS take place in the Nelson E. Serrano Boardroom on the 16th floor of our 55 Water Street headquarters in lower Manhattan. These meetings are streamed live on our website and are then available for on-demand viewing.
